GABON – ANAC Strengthens Safety Oversight of Air Navigation Services and Aerodromes in Franceville
As part of the implementation of its 2026 Continuous Oversight Program, the National Civil Aviation Agency (ANAC) conducted an inspection mission of air navigation services at Franceville’s El Hadj Omar Bongo International Airport on August 10–11, 2026.
The objective of this multidisciplinary mission was to assess the compliance of air navigation services provided at the aerodrome by the Agency for Aerial Navigation Safety in Africa and Madagascar (ASECNA) with current national regulatory requirements.
Led by Mr. Gildas BOUNGAGHAN, Lead Inspector for Air Traffic Services and Flight Procedures (ATS/PANS-OPS), the ANAC delegation included Ms. Else MAGUENDJI, Lead Inspector for Communication, Navigation, and Surveillance (CNS), and Mr. Léonel MBA NKILLI, Lead Inspector for Aeronautical Meteorology (MET).
The complementary expertise of the team members enabled a comprehensive assessment of the various areas contributing to the safety and regularity of air navigation.
During the two-day mission, ANAC-Gabon inspectors conducted an in-depth review of the activities and systems implemented by the air navigation service provider.
The checks focused specifically on Aeronautical Information Management (AIM), Air Traffic Services (ATS), Communication, Navigation, and Surveillance (CNS), and Aeronautical Meteorology (MET).
The inspection team paid particular attention to several key aspects, including:
– service organization and operations;
– available human and material resources;
– staff qualifications and training;
– the application of operational procedures; – the availability and conformity of the technical documentation;
– as well as the measures implemented to ensure the security and continuity of services.
Through this mission, the ANAC reaffirms its commitment to fully carrying out its mandate of supervising and monitoring civil aviation safety in Gabon.
Continuous oversight is a key mechanism for identifying potential discrepancies, assessing the effectiveness of implemented measures, and fostering the ongoing improvement of safety levels in flight operations.
Going beyond mere compliance checks, this initiative contributes to enhancing the safety, regularity, and efficiency of air navigation at national airports.
This inspection in Franceville reflects ANAC-Gabon’s determination to maintain rigorous oversight of aviation service providers and to support—through a proactive approach—the modernization and sustainable development of air transport in Gabon.
