Gabon: ANAC and CEMPN are examining their draft cooperation protocol with a view to strengthening their partnership

At the request of the Aeronautical Personnel Medical Expertise Center (CEMPN), a working session was held on Wednesday, August 5, 2026, at the headquarters of the National Civil Aviation Agency (ANAC), as part of the review of the draft cooperation protocol between the two institutions.

ANAC was represented by:

• Mr. Georges MOUBAMOU MALEKOU, Director of Air Operations;

• Mr. Justin LEYASSA, Medical Evaluator;

• Mr. Christophène MOUNANGA MOUNANGA, Head of the Legal Affairs and Litigation Department.

The main objective of this meeting was to conduct a thorough review of the draft cooperation protocol between ANAC and CEMPN. The discussions allowed for a review of all the provisions of the document, an assessment of its scope, and the implementation of necessary amendments to ensure its compliance with current regulatory requirements and the respective missions of both institutions.

The discussions took place in a spirit of consultation and collaboration, illustrating the shared commitment of ANAC and CEMPN to establishing an effective cooperation framework based on the complementarity of their expertise. This partnership aims, in particular, to strengthen coordination mechanisms for the medical expertise of aeronautical personnel, in strict compliance with national and international standards applicable to civil aviation.

This working session marks an important step in the process of formalizing cooperation between ANAC and CEMPN. It demonstrates the commitment of both institutions to consolidating their partnership in order to contribute to strengthening the safety, security, and performance of the civil aviation sector.
