Cameroon Civil Aviation Authority Launches ICAO Course Developer Training

The Cameroon Civil Aviation Authority (CCAA) officially launched a specialized training session on 3 August 2026 at its Training School as part of its strategy to sustainably strengthen national capacity in the civil aviation sector.

Delivered in accordance with the rigorous standards of the International Civil Aviation Organization (ICAO) TRAINAIR PLUS Programme, this intensive ten-day training brings together twelve (12) professionals from several operational departments of the CCAA, the Ministry of Transport, and an internationally recognized ICAO instructor in civil aviation, Mr. Jacques BELINGA ONANA, a member of the ICAO TRAINAIR PLUS Office and a certified Course Developer.

The primary objective of this training is to equip participants with the skills required to transform performance observations and operational issues identified in the field and during audits into effective training programmes that combine instructional excellence with strict regulatory compliance.

Upon completion of the programme, these future ICAO-certified course developers will be able to design targeted training solutions in key technical areas, including:

Flight Safety Oversight;
Aerodromes and Ground Aids;
Aviation Security;
Air Navigation Services.

The training will also enable participants to master a structured instructional design methodology, including:

Training needs analysis based on operational data;
Task analysis;
Sequencing of learning objectives;
Validation of standardized assessment tools.

This new cohort will increase the number of ICAO-certified course developers in Cameroon by ten (10) additional experts. This significant investment in local human capital will help reduce reliance on external expertise while providing the CCAA with the in-house capacity to develop Standardized Training Packages (STPs) independently.
