Strategic Partnership: Oman Airports and Rwanda’s ATL Holdings Unite to Transform Aviation

In a strategic move aimed at strengthening aerial corridors between the Middle East and East Africa, Oman Airports has officially signed a Memorandum of Understanding (MoU) with the Rwandan firm Aviation, Travel and Logistics (ATL) Holdings. The agreement, signed on April 11 in Kigali, marks a new milestone in Rwanda’s ambition to become a continental logistics hub.

A Multidimensional Cooperation Framework

The agreement goes beyond a mere statement of intent; it defines a precise roadmap for the development of cutting-edge airport infrastructure. Both entities will explore major opportunities in several key areas:

  • Airport City Development: Transforming airport zones into integrated economic hubs.

  • Infrastructure and Logistics: Modernizing cargo terminals and optimizing supply chains.

  • Human Capital Development: Training programs and skills transfer for aviation professionals.

  • Feasibility Studies: Joint planning for future large-scale projects.

A Synergy of Expertise

For Oman Airports, this signing is part of a broader international expansion strategy. As the manager and operator of civil airports in the Sultanate of Oman, the company brings proven expertise in terminal management, runway operations, and ground services.

On the other hand, ATL Holdings, the Rwandan government’s strategic arm for the aviation sector since 2015, consolidates its position as an integrated service provider, managing logistics, ground handling, freight, and charter operations.

“This strategic cooperation milestone will enhance connectivity and support sustainable aviation sector growth through partnerships, consultancy services, and world-class operational expertise.” – Oman Airports Leadership

Rwanda and Oman: Deepening Diplomatic and Economic Ties

This partnership reflects the deepening bilateral relations between Muscat and Kigali. Beyond aviation, both nations are intensifying exchanges in ICT, logistics, and infrastructure development.

By focusing on efficient operational models and integrated solutions, Oman Airports and ATL Holdings are committed to aligning Rwandan aviation with international best practices. For Africa, this type of South-South partnership is crucial for boosting intra-continental connectivity and attracting new investments to African skies.
